Hair Supply Stores
I'm not talking about Sally Beauty Supply, I am talking about the wig store-type shops, usually mom and pop owned. We have several in our area and I routinely comb them for goodies.
They usually have trendy jewelry for 1-2 dollars, but watch out for lead and nickel. If you have sensitive skin, you're going to want to make sure they say lead/nickel free.
I only buy my false lashes from these types of stores. They range from 1.99 to 3.99 and you can find dupes for most brands such as MAC, makeupforever, and shu. Here's a pic:

The singles were 1.99 each and the Vegas strip was 6.99. I wear just pieces on the ends of my lashes for everyday wear, so the long strips lasts me forever! The ones at the top are replicas of MAC #3 lashes.
You can also find nail polish in any color imaginable! I wish I had taken pictures in the store today, but they also had an enormous selection of those nail paints everyone is going nuts over now, the ones with the tiny brushes for nail art for around 2 dollars.
Naturally, the hair supply store is the optimal place for hair care and color. You can get your base color for around three bucks and a bottle of developer for the same. A bottle of developer will get you 3-5 applications. A lot of times, these stores have buy one get one on the base colors -so you can do at-home color super cheap!
If you are a budding makeup artist, these stores are a great place to stock up on cheap palletes and foundation colors. They also have funky colors, so you can try new looks without breaking the bank.
